The Ohio Healthy Homes Network Board of Trustees is a diverse group of recognized community leaders who commit their time, energy, talents, and resources towards the promotion of the organization’s mission.
OHHN Board - Phillip BoutonPHILLIP BOUTON

President
Phillip Bouton is President of the Board of Trustees for OHHN and a Program Manager for the Columbus Public Health Department, Healthy Homes Program.

He has 25 years of progressive experience providing indoor environmental quality technical assistance and consultations, program development, grants management, and frequently provides outreach and education to professionals and the public.

Bouton actively works to reduce housing-related diseases and disparities through OHHN, the Healthy Homes Program and with partners to make “homes healthier” for children and adults.

OHHN Board - Barry StrahornBARRY STRAHORN
Vice President
Barry Strahorn is the Housing Rehabilitation Director at the Miami Valley Community Action Partnership where he ensures program compliance for the Emergency Home Repair Program. He has more than 18 years in construction supervision, including accurate takeoffs, estimating, budgeting, contracting, purchasing, and invoicing.

Previously, as Assistant Weatherization Director of the Community Action Partnership of Greater Dayton, Strahorn provided management oversight to the weatherization department in the absence of the Weatherization Director and ensured program compliance with the Office of Energy Efficiency and the Department of Energy.

He also owned and managed Strahorn Construction Co. from 2007 to 2010 where he renovated properties for real estate investors and coordinated activities of subcontractors and company personnel.

OHHN Board - George MatteiGEORGE MATTEI
Treasurer
George Mattei is a seasoned housing professional who has been responsible for over $600 million of housing investment and development activity.

Mattei has focused primarily in the Low-Income Housing Tax Credit (LIHTC) space, working for several non-profit and for-profit organizations, including banks, developers, and syndicators.

He currently has his own company with his wife that focuses on housing, community development, zoning and planning services.

OHHN Board - Stephanie BeebeSTEPHANIE BEEBE
Stephanie Beebe is currently the Coordinator for the City of Toledo’s Lead Safe Program, which has led an astounding example of what coordinated citywide efforts toward lead prevention can achieve. She also previously served as a project manager for the Lucas County Land Bank to stabilize and repurpose vacant lots in the county.

Stephanie Beebe has been a longstanding advocate for housing and public safety throughout her career, and we are excited to continue our mission with her addition to our organization.

OHHN Board - Aaron GrantAARON GRANT
Aaron Grant is a senior project manager at People Working Cooperatively (PWC) in Cincinnati where he manages PWC’s Volunteer Involvement Program and works on health-focused housing initiatives through PWC’s Whole Home Innovation Center.

Grant holds an M.A. in Public Service and is also a licensed Risk Assessor with PWC’s Lead Poisoning Prevention program. He has worked in the nonprofit housing sector for 12 years in the areas of home repair, accessibility and lead abatement, and provides direct services to low-income residents while coordinating the activities of more than 3,000 volunteers annually.

He also works on special research projects with local academic and health care organizations to explore the connections between housing and health, particularly issues related to asthma, lead poisoning, and fall prevention, and represents PWC as part of the Center for Clinical and Translational Science and Training’s Community Engagement Core.

Grant is a member of the Hamilton County Lead and Healthy Homes Collaborative, and also serves as president of the Cincinnati Area Volunteer Administrators network.

Shannon JonesSHANNON JONES
Shannon Jones is the President and CEO of Groundwork Ohio. In less than five years, Ms. Jones has transformed Groundwork Ohio into a highly effective and respected public policy and advocacy organization dedicated to championing early learning and healthy development strategies for Ohio’s youngest children. Under Ms. Jones’ trusted service, Groundwork pioneered the Ohio Early Childhood Race and Rural Equity project by leading a thoughtful conversation across the state on equity. 

Prior to joining Groundwork Ohio, Shannon served in the Ohio General Assembly for a decade as a state representative and a state senator, where she was chosen by her colleagues for key leadership posts in both chambers. Shannon is one of Ohio’s most distinguished child advocates. She continues to be invited to key decision-making tables and is steadfast in her efforts to broaden these tables to include more critical and diverse voices. 

Shannon earned a bachelor’s degree from the University of Cincinnati and teaches Health Policy at the University of Dayton. She currently serves as a Warren County Commissioner and as a board member for the Health Policy Institute of Ohio, the Warren County United Way, the Warren County Foundation, and the County Commissioner Association of Ohio. She also serves on the Human Services and Education Committee for the National Association of Counties. Shannon is a prestigious Rodel Fellow of the Aspen Global Leadership Institute, one of only 300 public servants nationally to have achieved that honor. OHHN would like to welcome our new board member Shannon Jones, and we look forward to working with her for years to come.

OHHN Board - Megan RiddlebargerMEGAN RIDDLEBARGER
Megan Riddlebarger has spent her career educating, advocating, and learning. She holds a Master’s Degree in Public Administration, a Bachelor’s Degree in Early Childhood Education, a Graduate Certificate in Education and Public Policy Leadership, and an Ohio Teaching license.

As Executive Director of the Corporation for Ohio Appalachian Development (COAD), Riddlebarger works every day to improve the quality of life in Appalachian Ohio by leading a team of dedicated professionals who reach children, families, and seniors with a variety of supports including education and meaningful work, as well as numerous energy saving programs and services.

Additionally, she leads the effort to compile regional data and reporting to inform policy making and resource attraction as the hub of a 17-member Community Action network in a 31-county footprint.

OhHealthy Homes - John SarverJOHN SARVER
John Sarver is now leading Ohio Partners for Affordable Energy (OPAE) and managing six utility programs statewide for OPAE and its partners. He has managed multiple energy services programs and contracts with utility companies, city, County and State Governments over 29 counties in Ohio as the Assistant Director of Energy Services Department for 18 years at Cleveland Housing Network.

Sarver has a Technical Degree as a Building Engineer, and 25 years of field experience in conservation processes, programs and management. He has owned and operated his own HVAC Company, has 25 years of HVAC experience. John began his career in the Weatherization Industry 25 years ago as a COAD-Certified Weatherization Inspector.

Sarver has been Chairman of the Board of OPAE and was a board member for over 12 years. He has also been a speaker at both the Ohio and National Weatherization Conferences on multiple occasions.

OHHN Board - Cari StorkCARI STORK
Cari Dombrowski-Stork is the Program Manager for Lawyers for Kids at Nationwide Children’s Hospital (NCH). Stork helps educate front-line clinicians with identifying at-risk individuals and families who could benefit from legal interventions and why social determinants of health are an integral piece in providing holistic healthcare.

She was previously an Outpatient Therapist at NCH who assisted children, adolescents, and families experiencing behavioral health issues and school concerns. She was also a Project Coordinator/Research Clinician with The Center for Suicide Prevention and Research at NCH.

Stork received her Bachelor of Science in Psychology and Religious Studies from the University of Pittsburgh in 2003, her Master of Social Work from The Ohio State University in 2010, and her Master of Business Administration from Franklin University in 2015.

OHHN Board - Gina WiltGINA WILT
Gina Wilt joined Coalition on Homelessness and Housing in Ohio (COHHIO) in November 2017 after managing lobbying efforts with CRN Consulting, Ltd. for the Home Matters to Ohio campaign to expand the Ohio Housing Trust Fund in the state budget.

Wilt previously served over a decade as senior legislative aide in the Ohio Senate and has worked for the Ohio Association for Justice and the Centers for Independent Living. She also has experience as a real estate agent.

A native of Botkins in Northwestern Ohio, Wilt graduated from The Ohio State University in 2000 with a dual bachelor’s degree in Journalism & Communications and Political Science.
