Homeowners and Rentals

Does renovation work by homeowners on their own home come under the Rule?

No. However, the EPA and HUD recommend that homeowners follow the same lead-safe practices that EPA renovators use and avoid prohibited activities. The EPA recommends that homeowners read Renovate Right before starting renovation on a pre-1978 home.

Can homeowners decide to “opt out” of RRP when hiring a contractor to work on a pre-1978 home?

No.

Are there additional requirements when RRP certified contractors work on HUD projects?

Yes. The EPA Certified Renovation Firms and Certified Renovators Additional Requirements of HUD’s Lead Safe Housing Rule provides detailed guidance for contractors and a table contrasting the requirements of HUD’s Lead Safe Housing Rule and EPA’s RRP.
